Here it means that within the academy, a CISCO academy the instructor can create courses from CISCO, which are allowed by the Contact (Academy Admin). The meaning is that all instructors have access to all courses, which is extra for some instructors, so we suggest that it is best for the Contact Admin to limit what courses each instructor can create
