This capability already exist. When you create add a new question to the Quiz or to the Question Bank, there is a dropdown to select the type of question. Select File Upload Question. The student will then have an opportunity to upload a file. You can also do this by creating an Assignment. When editing the Assignment, click Show Advanced Options. Then select Online Submission for the Submission type. Then students can upload files and you can even download all of them at once and the PT Activity Grader can grade them all at once for you.
