place the horizontal slider scroll bar in grader report at the top of the list of students, not at the bottom.
When you have 100s of students, one has to scroll vertically down to find the horiz scroll slider, scroll horiz and then scroll back up to see the headlines.
Another way to solve this issue is to fix the header = the 1st line of the grader report table.

Thanks for your suggestion. Unfortunately, we will not be able to implement your idea at this time. Downloading the gradebook may be an alternative to help.

When you have a lot of students, you can't see the top row with headings when scrolling using the scrollbar at the bottom of the table. Freeze the top row or repeat the heading row at the bottom.
