Help button should show all 4 links all the time
The help button sometimes shows 3, sometimes 4 links - including the chat link. If you go back a page, then it may show 4. Help screens should be consistent, and complete.

No votes left so just a comment. I agree it needs to be more consistent. So many more clicks and navigation issues.
